On July 8, 2026 a public discussion titled “The Government’s Digital Development Policy and NGOs’ Support for This Process” was held by the National NGO Forum of Azerbaijan.
The event featured an exchange of views on Azerbaijan’s digital transformation policy, the strategic priorities identified in this area, and the contributions that civil society institutions can make to the process.
In his remarks, Zaur Ibrahimli, a member of the Board of the National NGO Forum of Azerbaijan, noted that digital development is one of the key areas of Azerbaijan’s state policy. He stated that, under the leadership of President Ilham Aliyev, consistent reforms are being implemented in this field, strategic documents are being adopted, institutional mechanisms are being established, and the necessary steps are being taken to develop a modern digital ecosystem.
Zaur Ibrahimli recalled that the implementation of the Digital Development Action Plan covering 2026–2028 was discussed at the first meeting of the Digital Development Council, chaired by First Vice-President Mehriban Aliyeva on June 29, and that important tasks were assigned to the relevant institutions. He emphasized that the meeting placed particular importance on ensuring a unified approach to digital development and basing decisions on national interests.
According to him, the active participation and public support of non-governmental organizations play an important role in achieving the objectives set in the area of digital transformation.
Aygun Aliyeva, Head of the Strategic Planning and Portfolio Management Department at the Innovation and Digital Development Agency, provided information on the digital development agenda and the main priorities of Azerbaijan for the period ahead.
She noted that the measures being implemented are aimed not only at expanding the use of innovative technologies, but also at enhancing the competitiveness of the economy and accelerating the development of the innovation and startup ecosystem. It was also stated that efforts are continuing to develop public services based on a safer, more integrated, and user-centric model.
Osman Gunduz, President of the Azerbaijan Internet Forum and Director of the Multimedia Center, spoke about the work being carried out to improve the electronic government infrastructure, consolidate public services on unified digital platforms, introduce artificial intelligence solutions, and strengthen cybersecurity capabilities.
He emphasized that NGOs can play an important role in promoting digital services, increasing the use of electronic government tools, and expanding awareness-raising activities in the areas of cyber hygiene, personal data protection, and digital rights.
During the discussions, participants presented proposals on strengthening public support for the digital development policy, expanding the participation of non-governmental organizations in the digital transformation process, and further developing cooperation between the government and civil society.
