Legal Validity Granted to 23 Additional Types of Digital Documents

A new law amending 17 legislative acts of the Republic of Azerbaijan has been approved and has come into effect as of today. With this law, information on 23 types of documents submitted via the Electronic Government Information System (EHIS) will now be legally equivalent to presenting their physical copies.

These amendments grant legal recognition to digital records of key documents and licenses widely used in migration, labor, employment, insurance, education, road traffic, property, and entrepreneurship sectors. These digital documents are generated as a result of life-event-based public services. The innovation enables citizens to share relevant information with third parties through the “mygov” application, further accelerating the transition to digital governance. Additionally, a verification mechanism has been introduced to ensure the authenticity of the submitted digital documents. When a citizen provides digital documents, the receiving party (service providers and institutions) can verify their validity using the “mygov Checker” platform.

These significant legislative changes mark a crucial step in accelerating digital transformation, facilitating citizen access to public services, and transitioning from paper-based processes to digital formats.

The list of newly recognized digital documents includes:

  1. Decision on extending the temporary stay period in Azerbaijan
  2. Temporary residence permit in Azerbaijan
  3. Work permit
  4. Permanent residence permit in Azerbaijan
  5. Refugee certificate
  6. Documents related to an employee’s position, earnings, archived records, certified copies of personal documents, and professional and character references
  7. Registration, temporary suspension, or cancellation of unemployment status, as well as individual employment programs and employment records
  8. Annuity and compulsory insurance contracts related to occupational accidents and diseases
  9. State-issued educational certificates
  10. Official statements issued for individuals who have not completed a certain level of education
  11. Driver’s license
  12. Vehicle registration certificate
  13. Electronic certificate of technical inspection for vehicles
  14. Decisions on granting or rejecting targeted state social assistance
  15. Decisions on granting or rejecting social benefits
  16. Decisions on pension allocation, recalculations, refusals, restorations, suspensions, and pension type changes
  17. Decisions on disability determination and rejection
  18. Medical records reflecting an individual’s health status
  19. Referrals for inpatient medical services under compulsory health insurance coverage, including emergency and ambulatory care referrals
  20. Voluntary and compulsory insurance certificates
  21. Certificates of state registration for legal entities, including representative offices and branches of foreign legal entities, along with registry extracts, charters, and amendments
  22. Extracts from the state register of real estate
  23. Licenses and permits

This reform represents a major step toward digitizing essential government services, reducing bureaucracy, and enhancing accessibility for citizens and businesses.
