6 July 2026

Within the framework of implementing the “Action Plan for 2026–2028 on Accelerating Digital Development in the Republic of Azerbaijan,” the Ministry of Digital Development and Transport, in collaboration with Boston Consulting Group (BCG) and the University of Birmingham, organized a practical seminar dedicated to the application of artificial intelligence in public administration.

The event, held at the Innovation and Digital Development Agency (IDDA), was attended by deputy heads of state institutions and subordinate organizations responsible for digital transformation, including deputy ministers, deputy chairpersons of agencies, and other senior officials.

The main objective of the seminar was to develop strategic approaches to the use of artificial intelligence in public administration, study international experience in this field, and ensure the responsible implementation of agent-based AI solutions to improve the efficiency of governance.

Participants were presented with the fundamentals of artificial intelligence technologies, the capabilities of agent-based AI systems, examples of their application in the public sector, and the role of AI in improving the quality of public services.

During the practical sessions, participants enhanced their skills in using agent-based AI solutions and exchanged views on the opportunities and challenges created by the application of artificial intelligence in public administration. In addition, international best practices in the use of AI in the public sector, the assessment of readiness levels of government institutions for AI adoption, and key directions for developing digital transformation strategies were discussed.

It should be noted that one of the main directions of the “Action Plan for 2026–2028 on Accelerating Digital Development in the Republic of Azerbaijan” is to enhance the knowledge and skills of senior officials in the field of digital transformation and the application of modern technologies in public administration. In this context, approaches to applying artificial intelligence in the rule-making process, as well as its use in developing more effective management decisions, were also presented as part of the seminar.
