A National Digital Literacy Training Program Will Be Implemented for Public Sector Employees

The Innovation and Digital Development Agency, operating under the Ministry of Digital Development and Transport, will launch the “Digital Horizons” National Digital Literacy Training Program for civil servants and employees of government institutions.

The program aims to systematically develop digital skills across the public sector, accelerate digital transformation in public administration, and strengthen employees’ competencies in using modern technologies effectively and securely.

The initiative will focus on enhancing the digital literacy of civil servants and government employees, as well as developing their knowledge and skills in artificial intelligence and cybersecurity.

The training will be delivered online through a digital platform and will be completely free of charge. It will be available to all employees of government institutions, including managers and specialists.

The program’s curriculum has been developed based on DigComp 3.0, the European Union’s digital competence framework. Participants will be assigned to training courses according to their proficiency levels, and those who successfully complete the program will receive certificates.

The “Digital Horizons” Program will be implemented as part of the measures outlined in Subparagraph 8.1.12 of the 2026–2028 Action Plan for Accelerating Digital Development in the Republic of Azerbaijan, which provides for enhancing the digital development competencies, knowledge, and skills of officials in public authorities and institutions. It will also contribute to implementing the digital skills development measures set out in Section 2.4 of the Digital Development Concept (2025–2027).

It should be noted that the program is an initiative aimed at developing digital skills across the public sector based on unified international standards and supporting digital transformation through human capital development.
